A very quickly hack of the built-in VPN Settings. I tried to modify to save passwords. Although passwords are encrypted and stored roughly, so anyone can normally access to the app data folder, use at your own risk.* L2TP secret and L2TP/IPSec are not available due to the keystore issue.
* does not work on Android 3.0 or later.
